AAR-Approved Blocking and Bracing: Securing Freight for Rail

The short version: "AAR-approved" is not a certificate somebody hands you. It means your load was secured using a method the railroads already publish and accept — a specific figure in a specific rulebook — and that you named that method on the bill of lading. If no published figure covers your commodity, you need a written approval from the originating carrier before the car leaves your plant, not after an inspector stops it.

A shipper who has moved steel plate on trailers for fifteen years already knows how to strap a load down. Then the same plate goes on a flatcar, gets humped in a yard three days into the trip, and arrives with the stack walked six inches off center and a bulkhead bent. Nothing about the securement was careless. It was simply designed for the wrong set of forces. Rail blocking and bracing is a separate discipline with its own rulebooks, its own approval path, and its own liability structure — and the shipper, not the railroad, owns most of it.

What Blocking and Bracing Actually Is

Blocking and bracing is the system of dunnage, restraints, and tie-downs that keeps a load in the same position on a railcar from loading to unloading. Blocking stops movement by filling space and taking bearing — timber chocks against a coil, cradles under pipe, floor blocking nailed to a boxcar deck. Bracing resists movement by transferring force into the car structure — gates, uprights, strapping, and banding that tie the load to itself and to the car.

The distinction matters because the two fail differently. Blocking fails by crushing, splitting, or being undersized for the bearing area. Bracing fails by stretching, loosening, or pulling out of the anchor point. A load that arrives shifted usually tells you which one gave up first, and the fix is rarely "add more straps."

What does not need blocking and bracing: free-flowing bulk in the equipment designed for it. Grain in a covered hopper, aggregate in an open hopper, liquid in a tank car — the car contains the commodity, and securement is a matter of hatches, gates, and valve closures rather than dunnage. If you are shipping grain by rail or moving crushed stone in hoppers, this article is not your compliance problem. It becomes your problem the moment freight sits on a deck instead of in a hold.

Why Rail Forces Break Highway-Grade Securement

Highway securement is designed around braking and cornering. The federal performance standard for truck cargo securement is expressed as a fraction of cargo weight — on the order of 0.8 of the load's weight forward and 0.5 laterally and rearward — and it assumes those forces arrive smoothly through tires on pavement.

The Three Rulebooks and Which One You Fall Under

The general rules are the part people skip and the part that decides most disputes: they set what counts as acceptable dunnage material, how anchors may be applied, what the car itself must be capable of, and what happens when two rules appear to conflict. Read the general section before you read your commodity figure.

Access is the practical obstacle. The full manuals are gated to AAR and Railinc members, and most shippers are neither. What "AAR-Approved" Actually Means

AAR-approved blocking and bracing means the securement matches a published, accepted method — not that a body inspected your particular car and blessed it. There are two ways a load qualifies.

  1. It matches a published figure. The loading rules are drawings, not prose. A figure shows the commodity on a specific car type, with dimensions for the blocking, sizes and counts for the strapping, nailing patterns, and weight limits. If your load looks like the figure and stays inside its stated limits, it is approved by definition. Most freight lands here.
  2. It carries a specific written approval. When the commodity, the dimensions, or the car does not fit any figure, the load moves only on a documented approval from the originating carrier, usually written for one commodity, one car type, and sometimes one lane. It is not a general license, and it expires or lapses when the parameters change.

What "approved" is not: a certificate, a badge, a number you can look up, or something a dunnage vendor can grant you. A supplier who tells you their product is "AAR approved" is describing the material meeting a specification — that is not the same as your method being approved for your load. Those are two different questions and only the second one keeps the car moving.

One more trap worth naming. Staying inside a figure means staying inside all of its limits. Figures carry weight caps, dimensional caps, and often a stated car requirement. A load that follows the drawing exactly but is four tons over the figure's limit is not an approved load, and the mechanical inspector who catches it will treat it as an unapproved one.

Getting a Method Approved When No Figure Fits

Oversize fabrications, one-off machinery, unusual castings, and prototype equipment all end up here. The path is more ordinary than shippers expect, and the biggest mistake is starting it too late.

  1. Go to the originating railroad first, not to the AAR. Your serving carrier's damage prevention or loading engineering group is the entry point. They review against the general rules and they are the party who has to accept the car.
  2. Submit real drawings and real numbers. Commodity, total weight, weight distribution, center of gravity height, overall dimensions, the car type you intend to use, and a dimensioned drawing of the proposed securement. A sketch and a verbal description will come back as a request for drawings and cost you a week.
  3. Expect a validation requirement on anything heavy or novel. New methods are commonly proven by instrumented impact testing, where a loaded car is run into standing cars at stepped speeds and the securement is inspected between runs. The carrier tells you whether your load needs it.
  4. Get the approval in writing, and read its scope. Approvals name the commodity, the car type, the weight range, and frequently the specific move. Note what triggers a re-approval — a different car series, a heavier version of the same part, or a route change can all do it.
  5. Put the approval where the crew will find it. The loading crew needs the drawing at the dock and the reference belongs on the bill of lading. An approval sitting in someone's email while the crew loads from memory is worth nothing.

Budget real lead time. This is a design review inside a railroad, and it moves at the speed of one. Certification for Rail Freight Consignments: Who Certifies What

There is no third-party certification for a rail freight consignment. Certification on a rail move is a self-certification by the shipper, recorded on the bill of lading, and it is why "who loaded the car" is the most consequential detail on the document.

Three separate certifications can appear on a single move:

The railroad's role is verification, not certification. Mechanical inspectors check loads against the rule cited, and a load that does not match gets held, restowed, or refused. They do not issue you a document saying the load passed. Absence of an objection is the only confirmation you get, which is precisely why the burden of proof runs the direction it does when something goes wrong.

Practical consequence: the rule you cite on the bill of lading is the standard you will be measured against. Citing a section you did not actually load to is worse than citing nothing — it converts a securement problem into a documentation problem with your signature on it.

The Four Failures That Cause Most Shifted Loads

Run this before the car is released, not after:

  1. Identify the governing rulebook by car type — open top, closed car, or Pamphlet 34.
  2. Find the specific figure for the commodity and confirm your load is inside every limit it states, including weight.
  3. If nothing fits, start the carrier approval now and treat the lead time as part of the shipment schedule.
  4. Inspect the car — floor, anchors, bulkheads, doors, cleanliness — and reject it if it cannot hold the securement.
  5. Verify dunnage against the spec, especially lumber moisture and dimension.
  6. Photograph the completed load from both sides and both ends before the doors close or the car leaves. This is the cheapest evidence you will ever buy.
  7. Render the securement reference on the bill of lading, and make it the rule you actually loaded to.
  8. Apply handling restrictions where the lading needs them and skip them where it does not, since each one costs handling time.

None of this is exotic. It is a design review, a materials spec, and a document reference, done in that order and done early. The shippers who struggle with blocking and bracing are almost never the ones who found it difficult — they are the ones who found it late. What happens if my load shifts in transit?

The railroad sets the car out at the nearest point it can be handled safely, and the load must be restowed before it moves again. You pay for the restow, absorb the delay, and the car keeps accruing time. If the securement did not match the rule cited on the bill of lading, a damage claim against the carrier becomes very hard to win, because the shipper loaded and certified the car.

Can my dunnage supplier certify my load?

No. A supplier can certify that its material meets a specification, which is a different question from whether your loading method is approved for your commodity and car. Approval attaches to the method, not to the products used in it. Only the published figure or a written carrier approval settles the method question.
