What Port Warehousing Actually Is
Port warehousing is covered or open storage inside or next to a marine terminal, used to hold cargo between vessel discharge and inland transportation. It is not one product. It comes in four forms, and terminal people use the names precisely even when shippers do not.
- Transit shed. A covered building on the wharf apron, sometimes only a few dozen feet from the ship's side. Built for short dwell and fast movement, with wide bays for forklift and crane access. Usually no climate control. The economics assume cargo passes through, not that it lives there.
- General cargo warehouse. A larger covered building on or near the terminal, built for longer dwell — staging an import lot while releases trickle in, or accumulating an export lot until the vessel arrives. More likely to offer bonded space, inventory reporting and sprinklered protection.
- Open laydown yard. Paved or compacted acreage for cargo that does not need a roof: structural steel, pipe, project modules, machinery crates, wind components. Priced by area occupied rather than by square foot of building, and the practical constraints are ground bearing capacity and crane reach, not walls.
- Container freight station (CFS). Where cargo gets stuffed into or stripped out of containers. Relevant on breakbulk moves more often than you would think, because parcels frequently split — the oversized pieces move as breakbulk cargo and the small parts containerize.
Cutting across all four is customs status. Bonded space lets cargo sit before duty is paid; non-bonded space does not. If a release is going to be slow or the entry is complicated, that distinction determines where the cargo can legally wait, and it needs to be settled before the ship arrives rather than during discharge.
On-Dock, Near-Dock, and Off-Dock
The single most useful thing to know about any storage option is how many times cargo gets handled to reach a railcar. That number, not the rate per square foot, drives the total cost of the port segment.

Off-dock space is cheapest per square foot and most expensive per touch. How the Free Time Clock Works
Free time is the number of days cargo may occupy port space without a storage charge, and it is set by the terminal's published tariff rather than negotiated per shipment. After it expires, storage accrues daily — commonly on an escalating scale, so the second week costs more per day than the first.
Three details in the tariff change the real number more than the headline free-time figure does:
- What event starts the count. Some tariffs start free time when the cargo is discharged; others start it when the vessel completes discharge of the entire lot. On a parcel that comes off over several days, that difference is worth real money.
- Calendar days or working days. A free-time allowance counted in working days is meaningfully longer than the same number counted in calendar days, and terminals do not all count the same way.
- What does not stop the clock. Customs holds, inspections and consignee payment disputes generally do not pause storage accrual. Neither does a railcar shortage. The clock is about space occupied, not about whose fault the delay is.
Storage itself is usually billed per revenue ton or per square foot occupied, per day, against a minimum. Expect it to be quoted separately from the handling charges — wharfage, stevedoring, and the in-and-out moves on the warehouse floor are their own line items, and a "storage rate" quoted without them is not a budget. Ask for the full tariff schedule, not just the storage page. Port tariffs are public documents; there is no reason to be surprised by any of these numbers after the fact.
Why Track Inside the Building Is the Whole Game
A warehouse with track running inside it, or flush to a rail dock, lets cargo go from the stack to a railcar in one handling, under roof, with no road move. A warehouse without rail turns every single railcar load into a truck trip. That is the difference between a clean port-to-plant rail move and a chain of drays.
"Rail-served" is used loosely, so pin it down. Track somewhere on the terminal property is not the same as track that serves your building. The questions that separate the two are how many cars the track holds, how close the track is to the door, and whether loading happens under cover or in the weather. For paper, steel with surface specifications, and bagged product, loading under roof is not a convenience — it is the difference between a clean delivery and a claim.
There is also a routing wrinkle worth knowing. Most ports operate their own switching railroad inside the terminal, which interchanges with the line-haul carriers serving the port. Your car routing therefore has a short segment nobody quotes you at first, and the terminal railway's switching schedule — how many times a day it pulls and spots — sets the real pace of loadout. A building with a long track and a once-daily switch behaves very differently from one with a short track and frequent service.

From Warehouse Floor to Railcar
Loadout is a sequence, and it stalls at whichever step nobody owns. Six steps, in order:
- Order and spot the cars. Car orders go to the serving carrier, and placement on the warehouse track is coordinated with the terminal railway. This step has the longest lead time of the six and gets started last more often than any other.

- Build the securement arrangement. Loading breakbulk to a flat, bulkhead flat, centerbeam or gondola requires an engineered blocking and bracing arrangement under the AAR loading rules. Approval should be in hand before the car is spotted, not while it is sitting there accruing demurrage.
- Tally at loading. Every piece is counted off the floor and any exception is noted. This record, paired with the discharge tally, is what a cargo claim lives or dies on. Somebody on your side should read it the day it is written.
- Bill and release. Bill of lading, commodity code, routing instructions, and any hazmat or dimensional paperwork. Getting the STCC and the routing right here prevents the car from being misrouted at the first interchange.
- Release to the line-haul. The terminal railway pulls the loaded car and interchanges it to the serving carrier. From there it is a normal rail move, with normal rail timing — which for a cross-country lane is a matter of weeks, not days.
What to Ask Before You Book Space
Ten questions, and the answers should come back in writing. If a terminal cannot answer these quickly, that itself is information.
- Is the building rail-served, and is the track inside the building or outside it?
- How many railcars does the track hold per spot, and how often does the terminal railway switch?
- Which line-haul carriers serve the terminal, and does the port's switching railroad add a separate charge?
- How much free time, counted from what event, in calendar or working days?
- What is the storage rate after free time, on what unit, and what is the monthly minimum?
- Is handling in and out included in the space rate, or billed separately per ton?
- What is the floor load rating, and what crane or lift capacity is available on site?
- Is the space bonded, and can it hold cargo pending customs release?
- Who is liable for damage while the cargo is in the building, and up to what limit?
- What is the terminal's procedure for exception tallies, and who gets a copy?
Price the Inland Leg Before the Vessel Berths
The inland rail cost should be known before the discharge port is chosen, because it frequently changes which port is the right answer. Two ports with similar ocean freight and similar handling charges can sit hundreds of miles apart from the inland destination, and on a multi-car move that gap is larger than every port charge combined.

Run the same commodity and car count from each candidate port. When one port wins by a wide margin on the inland leg, that is usually the decision, and it is worth knowing before the booking is made rather than after the cargo is on the water.
Where Port Warehousing Plans Go Wrong
- Booking space without asking whether it is rail-served. The cheapest square footage at the port is frequently in the building with no track. The dray costs are discovered at loadout, when there are no alternatives left.
- Ordering railcars after discharge. Car orders have lead time. Cargo does not stop accruing storage while you wait for equipment, and the free-time allowance was never long enough to absorb a car order started from zero.
- Treating storage and handling as one number. They are separate line items from separate tariff sections. Budgets built on the storage rate alone come in low by a wide margin every time.
- Assuming a customs hold pauses the clock. It generally does not. If the entry is complicated, bonded space is the answer, arranged in advance.
- Nobody reads the exception tally. Damage noted at discharge and never acted on becomes damage that cannot be proven at destination. The tally is a legal document, not a formality.
