CARM Registration Guide for US Rail Shippers (2026)

CARM (CBSA Assessment and Revenue Management) is Canada's modernization of commercial import accounting. The legacy CCS/CADEX system is fully retired. If you're a US shipper moving rail freight into Canada, your Canadian consignee (or their customs broker, if used) needs to be in CARM. This guide walks through the registration steps with the right sequence, the friction points to expect, and how the rail BoL ties in.

Step 1: Confirm the Importer of Record

The Importer of Record (IOR) is the party responsible for paying duties and GST/HST on the shipment. Usually the Canadian consignee, but on some commercial structures the US shipper is the IOR. Determine who it is before starting CARM registration — that's the entity that needs the BN9 + RM4 and the CCP account.

Step 2: Obtain Business Number (BN9) and Import Account (RM4)

The Canada Revenue Agency issues the Business Number (BN9). It's the foundation of all commercial tax accounts in Canada. If the IOR doesn't have one, register at canada.ca/en/services/taxes/business-number. Allow 1-2 weeks for issuance.

Once the BN9 is issued, request an Import-Export (RM) program account by calling CRA at 1-800-959-5525 or via the Business Registration Online portal. The first RM account is typically RM0001. Combined identifier format: 123456789RM0001.

Step 3: Set Up GCKey or Sign-In Partner Credential

CARM uses GCKey (Government of Canada credential) or Sign-In Partner (large Canadian bank credentials) for authentication. Set up a GCKey at clegc-gckey.gc.ca. This is the credential the CARM Client Portal admin user will use to log in.

Step 4: Register the Business in CARM Client Portal

Go to the CARM Client Portal. Log in with GCKey. Click "Register a business" and enter the BN9 + RM4. CARM will pull the business profile from CRA and prompt for verification.

Account claiming: if the business had prior import history (under the legacy CCS system), CARM asks security questions to verify ownership. Typical questions: prior K84 statement balance, most recent declaration number, broker BN9 if one was used. Have these ready before starting.
