Every rail shipper needs a bill of lading on every car they offer to the railroad. There is no canonical AAR Form 1 PDF available without a paid AAR or NMFTA subscription, which is why so many shippers cobble together their BoLs from Word docs, old PDFs, and tribal knowledge. This guide walks you through every field that needs to be on a compliant rail BoL, points to the corresponding federal citation, and offers a free generator that handles the assembly for you.
Why a Template Matters on Rail
Rail BoLs are denser than truck BoLs. A trucking bill of lading has maybe a dozen fields. A rail BoL routinely has 40+, plus a hazmat compliance block, plus a §172.604 emergency response phone block, plus cross-border customs identifiers if the move crosses a border, plus Rule 11 segment rows if the move is split-rated. Missing any single required field means the originating railroad can either reject the car or accept it and create a rating problem you fight on the back end.
The AAR Form 1 / NMFTA Uniform Straight Bill of Lading template (codified as a contract in 49 CFR Part 1035) is the canonical layout. Core BoL Fields (Every Shipment)
The minimum set of fields on every rail BoL:
Identifiers
- BoL Number — shipper-assigned, alphanumeric, ≤25 chars. Display top-right.
- BoL Date — date of issue (M/D/YYYY).
Shipper / Consignor block
- Legal name, ≤120 chars
- Full address: line 1, line 2, city, state, ZIP, country (defaults US)
- Contact name + phone (E.164)
Consignee block
- Legal name, ≤120 chars
- Full address
- Optional Care-Of party (transload or port operator) — see our consignee vs care-of explainer
- Optional Notify Party (often required by CBP §123.91 on cross-border moves)
Origin / destination + carrier routing
- Origin station/yard (city, state, rail yard or station code)
- Destination station/yard
- Originating carrier SCAC (4-char)
- Via junctions (ordered list for interlined moves)
- Delivering carrier SCAC (defaults to originating on single-line)
Equipment
- Car initial (reporting marks) — 2-4 alpha chars (TILX, GATX, UP, etc.)
- Car number — numeric, ≤6 digits
- Car type — boxcar, tank, hopper, gondola, flatcar, autorack, intermodal
- Seal numbers — required if applied; multiple seals per car allowed
- Special marks — e.g., "Heater car required," "Stop-in-transit"
The Commodity Block
One row per commodity line. Required per line:
- Number of packages — integer ≥0 (1 for bulk car)
- Type of packaging — drums, totes, bags, bulk, IBC, etc.
- HM indicator — "X" if line is hazmat. Triggers §172.204 cert + §172.604 phone + §172.704 training disclosure.
- Description of articles — freetext + proper shipping name for hazmat (e.g., "UN1203, Gasoline, 3, PG II")
- STCC code — 7 digits, required on rail waybill per AAR Rules 5 and 110. Hazmat STCCs start with "49". See our STCC vs NMFC vs HTS explainer.
- NMFC item — optional, more common on intermodal/TOFC
- HTS code — conditional, required on cross-border per §123.91 (6-digit minimum, 10-digit HTSUS for US imports)
- Weight per line — decimal lb or kg (default lb)
Total weight is computed below the table.
Freight Terms, FOB, Rule 11
Three commercial-terms fields every BoL must capture:
- Freight Terms — Prepaid, Collect, or Third-Party Bill (with 3PB name + address when selected)
- FOB Terms — FOB Origin or FOB Destination (sets risk-of-loss transfer point)
- Rule 11 split toggle — when enabled, the BoL renders multiple rate segments, each with its own SCAC + rate. Each carrier rates independently. See our Rule 11 explainer for when this saves money and how to BoL it correctly.
Optional commercial fields: Rate (per CWT or per car), Charges, Declared Value, COD Amount. Declared Value triggers a Released Value Limitation footnote on the BoL.
Hazmat-Triggered Fields
If any commodity line has the HM indicator checked, the BoL must include:
§172.204 Shipper's Certification
Either the domestic certification (default) or the international certification. Verbatim text:
Certification 1 (Domestic): "This is to certify that the above-named materials are properly classified, described, packaged, marked and labeled, and are in proper condition for transportation according to the applicable regulations of the Department of Transportation."
The shipper signs (manually, typewriter, mechanical means, or for electronic transmission, a name in a designated computer field per §172.204(c)(3)(ii)).
§172.604 Emergency Response Phone
A live-answered 24/7 emergency response phone number, immediately after each hazmat shipping description or prominently displayed once on the BoL. CHEMTREC (1-800-424-9300) is the industry standard. §172.704 Training Acknowledgment
The shipper certifies that the hazmat employee preparing the BoL is trained per 49 CFR §172.704 (training current within 3 years). See our hazmat employee training guide.

Signatures, Certification, Section 7
Three signature blocks the BoL needs to handle:
Shipper signature
Required on every BoL. May be typed name (electronic), typewriter, or mechanical means.
Shipper's hazmat certification (§172.204)
Required when any HM line is present. The signature on this block may be the same as the general shipper signature; it certifies the verbatim §172.204 statement.
Consignor Non-Recourse Statement (Section 7)
Critical post-2021: the old front-of-form "Section 7" checkbox was removed by NMFTA Supplement 1 to NMF 100-AU, effective April 10, 2021. The non-recourse covenant still exists as Section 7 of 49 CFR Part 1035 contract terms; on Collect freight, the consignor signs the verbatim statement below to invoke it. See our Section 7 explainer.
"Subject to Section 7 of the conditions of applicable bill of lading, if this shipment is to be delivered to the consignee without recourse on the consignor, the consignor shall sign the following statement: The carrier shall not make delivery of this shipment without payment of freight and all other lawful charges."
